29 Lotto Firms Pay NLA GH₵44.9m, Compared to KGL’s GH₵173m for 2025 Financial Year

An investigative report, has revealed that 29 licensed private lotto operators and collaborators of the National Lottery Authority (NLA) collectively contributed GH₵44.9 million to the Authority during the 2025 financial year, compared to more than GH₵173 million paid by KGL Technology Limited alone.
The report, which examined allegations surrounding KGL’s operations and contractual relationship with the NLA, argued that available financial data does not support claims that the company enjoys a monopoly within Ghana’s lottery industry.
According to the findings, the NLA has licensed more than 30 private lotto operators and collaborators under its mandate, with many of the firms holding contracts spanning between 10 and 15 years.
The report, stated that KGL emerged as the highest contributor to the NLA in 2025, paying GH₵173.36 million, while in contrast, the combined contribution of 29 other licensed operators amounted to GH₵44,900,161.23.
Among the notable contributors were Afrilotto Systems Ltd (GH₵3.56 million), Luma Facilities Trading Ltd (GH₵4.14 million), Fortune Synergy (GH₵2.4 million), Game Park Ltd (GH₵2.63 million), Zeta Technologies Ltd (GH₵2.63 million), and Onassis Sports Ltd (GH₵2.04 million).
The investigation further disclosed that three private lotto operators — SB Business Ventures, Best Chance Lottery Company, and Diblo Lottery — were yet to make payments to the NLA for the 2025 financial year at the time of the report.
The publication criticized anti-corruption group Fourth Estate and its Executive Director, Sulemana Braimah, for what it described as a selective focus on KGL without a broader examination of the financial performance of all licensed operators and service providers within the lottery sector.
According to the report, data from the NLA and other official sources do not support assertions that the state is losing between GH₵1 billion and GH₵3 billion annually as a result of the NLA-KGL contractual arrangement.
The investigative team also welcomed efforts by the administration of John Dramani Mahama to establish a committee to review operations within the NLA and recommend reforms.
It urged the committee to undertake a comprehensive review of all contracts involving private lotto operators, collaborators and technical service providers, including Lots Services Ghana Ltd and Simnet Ghana Ltd, with the aim of improving revenue mobilisation for the state.
The report concluded that the lottery industry requires significant reforms, including possible amendments to Act 722 and Legislative Instrument (L.I.) 1948, arguing that efforts to address challenges within the sector should not focus exclusively on a single company.
It maintained that broader structural reforms and contract reviews across the industry would better serve the interests of the NLA, the Ghana Revenue Authority (GRA), and the state.

- KGL Technology Ltd – GH₵173,360,000 (over GH₵173 million).
- Onassis Sports Ltd, owned by Seidu Agongo – GH₵2,040,000.
Since 2024, Onassis Sports Ltd has been operating the Caritas Lottery Platform, one of the flagship products of the NLA.
Despite reports that the company has struggled to meet its payment obligations to the Authority, it is alleged that it has engaged in political manoeuvring aimed at undermining KGL.
