TOR, ENI Ghana Explore Partnership In Downstream Petroleum Sector

The Tema Oil Refinery (TOR) and ENI Ghana are set to deepen cooperation in Ghana’s downstream petroleum industry following high-level discussions between the two companies’ leadership.

Over the past few days, TOR’s Managing Director, Edmond Kombat, Esq., met with Maurizio Pinna, Managing Director of ENI Ghana, to explore potential areas of collaboration aimed at supporting growth and sustainability within Ghana’s energy sector.

The meeting was described as warm and productive, with both sides expressing optimism about the prospects of working together to strengthen operations and create shared value in the downstream petroleum space.

The partnership discussions form part of TOR’s broader strategy to revitalize its operations and position itself as a key player in Ghana’s evolving energy landscape.

Meanwhile, TOR is preparing to resume crude oil refining operations by the end of October 2025, marking a major milestone after several years of inactivity.

According to TOR’s Corporate Affairs Officer, Godwin Mahama, the new management team has prioritized restoring the refinery to its core mandate of processing crude oil.

He revealed that the refinery’s Turnaround Maintenance Project (TAM) is 98 percent complete, paving the way for the restart of operations.

“For some time now, TOR’s main refining function has been non-existent,” Mr. Mahama explained in an interview with Onua FM.

“Because of our large tank farms, we have been renting storage space to Bulk Distribution Companies (BDCs) importing finished petroleum products into the country. However, the new management is determined to return TOR to its primary role of refining crude oil by the end of this month.”

He added that the Turnaround Maintenance Committee will soon hand over the plant to the Production Unit for final inspection. Once this process is complete, the refinery will be ready to resume operations.

“Before the third week of this month, the first crude shipment will arrive in the country, and refining will begin,” Mr. Mahama disclosed.

He attributed the refinery’s revival to the leadership of Managing Director (MD) Edmond Kombat and the continued support of President John Mahama, whose administration, he noted, remains committed to restoring TOR’s operational capacity and sustainability.
