Gov’t, Controller Clear Teacher Allowances But Teacher Unions, Naysayers Remain Silent

The Controller and Accountant-General’s Department (CAGD) has confirmed the payment of delayed education sector allowances, bringing closure to concerns raised over unpaid teacher benefits for November 2025.
The Ministry of Education on Wednesday, December 17, confirmed the successful disbursement of two outstanding teacher allowances initially scheduled for November 2025.
Although the CAGD had earlier announced that the arrears would be settled together with December 2025 salaries on December 18, the Department clarified that the payments were processed earlier than expected, alongside December salaries, on Tuesday, December 16, 2025.
But despite earlier strong public criticism from teacher unions and some political actors over the delay, there has been noticeable silence following the fulfillment of the payment commitment.
It remains unclear whether key teacher unions — the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), and the Pre-Tertiary Education Teachers Union of Ghana (PRETAG) — will issue statements acknowledging or commending the government for resolving the issue.
In a statement, Deputy Minister of Education, Dr. Clement Apaak, announced that “the Ministry of Education wishes to notify all teachers across the country that the Controller and Accountant-General’s Department (CAGD) has completed the processing and payment of the two teacher allowances scheduled for November 2025.”
The payments follow earlier difficulties encountered by the CAGD in processing the allowances due to what was described as a technical challenge during the final payroll run for November.
Dr. Apaak explained that “a technical issue in the final payroll run prevented the payment from being processed as planned. This unforeseen challenge has since been resolved by the CAGD, paving the way for the completion of the payments.”
The CAGD had earlier indicated that the delay was necessary to prevent disruptions to the payment of November salaries for all Government of Ghana workers. As a result, processing of the affected education sector allowances was temporarily suspended.
In a statement issued earlier, the Department expressed regret over the inconvenience caused and reaffirmed its commitment to strengthening payroll systems to prevent a recurrence.
It also thanked affected workers for their patience and understanding during the period of the delay.
